Human resources is the main carrier of knowledge and technology, and is the first resources of organization. The theory of human resources management is based on theories of economic growth and human resources capital formation. Its core themes are that human resources is the essential factors among factors which influence organization development. Since the government plays more and more important roles in the development of modern society and economy, its human resources management attracts more and more countries'attention. In modern western society, human resources management has gradually been applied to government's departments. And it has been a new choice for civil servants system innovation of western countries. In our country, government's human resources management is comparatively outdated and with the knowledge-economy times approaching and China entering the WTO, our original system faces bigger challenges.Human resources management in our country's government needs to be changed in every aspect. Basing on our countries'traditional human resources management, how to use new ideas and modes to improve our management system and modes and to improve human resources management level is a theoretical and practical task of our country. To establish a modern and scientific human management system that meets the market economy and fits our country is the main issue to be solved by leaders of the government.Starting from the basic theory of human resources management, this thesis studies the theories and modes of human resources management of China's current government. As the agency of the district government, street office bears more and more pressure and its human resources management status is frail. Our society needs an efficient, fair and passionate local government and street office. Relating to the mode of human resources management of our country's government, this thesis analyzes the current status of human resources management of A street office. Focusing on the disadvantage of its human resources management, this thesis tries to find the reasons in depth and probes some key problems of A street office's human resources management. Finally, this thesis concludes some practicing ways and modes for A street office's human resources management.
