In recent years,China's economic and social development has been rapid,and the whole process of urbanization construction has entered the fast lane.At the same time,the complex governance problems at the grassroots level in various cities have gradually emerged.As the direct jurisdiction organ under the district government,the sub-district offices of each city are responsible for the dual tasks of grass-roots social affairs management and coordination with grass-roots social organizations.They shoulder great responsibilities and heavy tasks in the whole process of grass-roots social governance.Under the current "two-level government,three-level management,five-level network" system in China,Street offices gradually highlight many problems,such as vague administrative responsibilities,low overall efficiency,long-term shortage of Department funds and low level of public services.Each sub-district office is facing many difficulties in the process of conforming to the reform of government institutions.Therefore,in the process of the reform of sub-district office mechanism at the grass-roots level,it is necessary to define its own position,carefully analyze the current situation and seek a scientific and effective direction of transformation and reform.In view of the challenges and functional dilemmas faced by street offices in the era of deepening reform,this paper comprehensively uses the methods of literature reading,social investigation and comparative research to analyze the problems in social governance of W Street Office in A City,and puts forward suggestions and suggestions for the reform of street offices in A city.This chapter starts with "Ask Questions" :Define and introduce these four aspects in detail,the concept of the sub-district office,the administrative functions of the sub-district office,the ideas of the reform of the sub-district office system.and Sub-district office management system reform.Then "analyze the problem" :firstly,Starting from the management status of Wulabo Sub-district Office in Daban District,Urumqi,the introduction of the historical background and the development status of functional positioning.Secondly,introduces the four modes provided directions for the reform of the management system of urban street offices,such as Sub-district office first-level government model,"virtual real street" model,decommissioned sub-district office model,and government dispatch agency model.Thirdly,Classify and discuss the main problems and causes of street office management.At the end of the article,"solve the problem" : change the sub-district office to the district management committee to play its "five overall planning" role,and put forward specific countermeasures and five aspects suggestions on improving the content of the urban sub-district office management system reform from.
