Research On The Relationship Between Government And NGOs Supporting Organizations

The "Association Revolution "in1970s enables NGOs get unprecedented development in the international stage. One nation’s operation state is determined by politics,economy,society and so on. China is now in the rapid development period of marketization, internationalization and urbanization. Political, economic, and social development and promotion for our country provides a broad space for the development of social organizations and opportunities. In other word, the transformation of government functions and the exit of social organizations in some public areas has expanded the field of public administration, but now china’s NGOs’ development faced with many problems and limitation:unbalanced development, illegal identity, lack of supervision and so on. Under this background, NGOs must take some actions to cope with it, so a new organization come into being-NGOs supporting organizations.The NGOs supporting organizations and other social organizations in essence, is non-profit, non-governmental and voluntary but is functionally differentiated. Except for giving support to the public, NGOs supporting organizations focus on help other NGOs especially those in primary stage, providing with critical assistance. As a new organization, it provide the critical support service to educational, social, medical organization, and looking forward to explore a new way of NGOs development. Meanwhile, the emergence of NGOs support organizations has caused extensive concern of the government, academia, etc, even in some province,government make up special working group in charge of establish the supporting organizations for breaking the obstacle that NGOs meet and seeking for new breakthrough. Compared with NGOs, the research on NGOs supporting organizations is less, and concentrate on NPI study. All in all, this paper choose NGOs supporting organizations as research, analysis the relationship with government in the progress of development, and based on the analysis of Chengdu civil organization service park, which has important significance in the area study.Sichuan province is located in the southwest in which economic development level is lower than the coastal developed province. In recent years, the economy develop rapidly and the provincial GDP ranked the eighth in2013, growth of10.00%. Not coordinated with economic success is:basic facilities in public service is imperfection, social matters and contradiction is prominent. Under this situation, government take the chance of social management innovation and new rural construction promoting the development of NGOs supporting organizations. Chengdu as the capital city of Sichuan do much in promoting NGOs supporting organizations:NPI Chengdu office, Jinjiang public service center and Chengdu civil organization service park all show that the open mind of government in the development of supporting organizations. This article compares the relations between domestic and foreign NGOs supporting organizations and intergovernmental relations, analyzing how tightly their role in relations and their present state of four models:"cooperation, competition, dependence, collision" The research choose Chengdu civil organization service park as case study, we begin with a extensive field survey of development background, team management, internal structure and business operation. Then, we deeply analysis the team organization, fund structure, service structure. Finally,by systematically do the main business and theme events we can get the conclusion that government and NGOs supporting organizations have strong relationship. On the one hand, NGOs supporting organizations mainly rely on governments’resources and performance of functions especially in fund and policy. On the other hand, it do much supporting work for government in social management: assist the NGOs in need in registration and supervise them in their daily work. At the same time, government strengthen the cultivation and management of NGOs supporting government, such as open green channel, policy privilege,etc.Based on research on supporting organizations at home and abroad and in-depth research on Chengdu charity organizations, it is easy to find that government and government-backed social organizations are facing following difficulties:For government, management biased, functional change is not in place, inadequate laws and regulations, the regulatory system is not perfect; For supporting organizations, imperfect systems, unbalanced development, lack of talent, highly dependence. To solve these problems, this article proposes ways to build their relationship. In terms of government, it need to change the management concept, innovate management system, establish and improve the relevant legal system, improve the social organization of monitoring and evaluation mechanisms. In terms of supporting organizations, management standardization construction, take the initiative to coordinate relations with the government, build multi-channel participation pattern. The paper not only make government correctly recognize the role of supporting organizations in the social management,actively cultivate and guide its development, create a favorable policy environment and development space, to support organization play a greater effectiveness, but also guide the supporting organizations correctly handle the relationship with government, maintain their independence while cooperation, undertake the transfer functions, provide better service to public, participate in social management, and promote the harmonious development of society.
