Since the adoption of reform and opening policies, as the transforming of government functions, Chinese NGOs (Non-governmental organizations) have made great progress. Presently, the pace of the transformation of government functions is accelerating. As the accepting side, the NGOs accepted the functions which the government shifted out. So, Chinese NGOs earn huge development space because of the transformation of government functions. The interaction between our government and NGOs has made greater improvements than before, but many problems in it need to be solved urgently. So searching the new interaction between our government and the NGOs to promote the healthy development of the NGOs and realize reasonable interaction between the government and NGOs is significant and urgent.On the basis of the Resources inter-dependence theory, this paper takes the China Youth Development Foundation as an example and try to analysis the relationship between NGOs and the government deeply by the way of combination of theoretical and empirical analysis. This paper consists of five parts. The first part elaborates the significance and the research both at home and abroad. The second part discusses the interacting relationship between transformation of government functions and NGOs development, and focus on that the development of NGOs is the inevitable requirement of the transformation of government functions. At the same time, the transformation of government functions provides the space for the development of NGOs. From the perspective of Resources inter-dependence theory, through the practice analysis of the China Youth Development Foundation, the third part analysis the performance and the reasons about dependent cooperation that between it and the government, then elaborates the advantages and shortcomings of this dependent cooperation. The forth part discusses the independent role and historical evolution of NGOs, and focus on the enhanced autonomy of China Youth Development Foundation in the cooperation with government. The fifth part proposes the idea of building interactive cooperation between NGOs and the government. At last, this paper proposes four strategic responses to promote the establishment of this new interactive cooperation between NGOs and the government.On the basic of analysis and description of the case, this paper tries to approach the relationship between NGOs and the government under the background of transformation of government functions in microcosmic field, and provide basic theories for the further research of relationship between NGOs and the government in the microcosmic field.
