The Study On The Interactive Relationship Between Non-governmental Organizations And Government In Taiwan Region

In recent years, governance, a new political concept, gradually became popular in domestic theorists, and cause some political concern and attention. Unlike traditional concepts as ruling and Management, governance stresses the cooperation among various bodies such as government departments, social organizations and individual citizens. In the perspective of governance, the relationship between government and NGOs should be equal and mutually supportive.Since the transition to democracy, in Taiwan region, various types of NGOs rapidly grow up and play an increasingly important role in public governance, government and NGOs cooperation and interaction in a number of areas. In this paper, according to the perspective of governance theories, the author trying to research the development of NGOs in Taiwan Region and the relationship between them and government, summarize the problem and inspiration in its relationship construction, in order to provide a reference to Mainland China boosting the governance capability.First, the article review and comb the theory of interaction between NGOs and government, summarize and analyze NGOs and government partnership models in governance perspective. Then, in the light of a brief introduction on the development of Taiwan NGOs, the article analyze the relationship evolution of Taiwan NGOs and government in different historical stages like authoritarian reign period, political transition period, democratic consolidation period. Next, On the basis of a comprehensive analysis of relevant cases, the article analyze the interactive relationship of Taiwan NGOs and government in different fields such as legal norms, resources accession, public policy and public service, at the same time, discuss the problems of construction of the interaction between the two. At last, according to the previous studies, the article sum up basic situation of the interaction between Taiwan NGOs and government, analyze the development space gaps between real state of their relationship and the ideal state in governance perspective.By studying, we find that there is a gap between the real state of interaction between Taiwan NGOs and government and the ideal state in governance perspective. Taiwan NGOs and government interact in a wide range of fields and their relations have become more diversified. But, the relationship between the two deeply affected by political factors, the relations between some NGOs and the government always adjust and change with the replacement of the ruling party. Therefore, the interactive relationship between NGOs and government still has development space, both the government and NGOs all need to make great efforts in many ways.
