An Analysis Of Social Support System For The Elderly People In Hunan Rural Area

Abstract:With the arrival of an aging society in china, the size of rural elderly population is becoming larger and the environment of rural pension is increasingly complex. However the traditional urban-rural dual structure ulteriorly deteriorates the construct-ed environment of rural elderly security system. The report of18th National Congress of the Communist Party of China clearly states:social security is the basic system of protecting the people’s livelihood and adjusting social distribution,it must adhere to the guidelines of universal coverage, protecting fundamentals, multiple layers and sustainability,focus on strengthening the fairness, adapting fluidity, ensuring sustainability,build a social security system of covering rural and urban residents in an all-round way.China accelerated the process of building a socialist harmonious society,it is of great significance to erect the determine mechanism and adjustment mechanism of taking account of different people’s,actively promote social justice, close the gaps of benefits, steadily promote the construction of the social security system for the aged in rural areas.As a big agricultural province in central China, the development trend of Hunan province rural elderly population is more serious. Above60years of age the large number of aging population. Population over60years of age cardinal number is large in rural areas and the rural elderly population increases year in the total population proportion.the population is aging an accelerated pace and the issue of aging increasingly prominent. The increase of rural elderly population is at over9times the rate of the rural population.The growth of senior over80is being accelerate, annual senior over80growth averaged over6.5%in future ten years and it is at over1.3times the rate of the rural elderly. With the development of urbanization, the problem of the empty-nest elderly will became progressively worse in the period ahead, meanwhile the number of rural elderly population losing self-care ability is huge. All of these challenge the construction of rural social security for the aged. The existing rural elderly security system in Hunan province has obvious administrating. The housing support which is matched with our tradition and conditions has disadvantages in short of participants, low utilization of social resources, ignoring the spiritual demand. Through the analysis of demand and supply of social support for the rural elderly people in Hunan province,this thesis based on the theory of social support tries to seek more effective path to integrate all kinds of resources and adopt housing support as the core of social support system,in order to enrich social support network and invest more social capital. And explore the effective mechanism to integrate social forces, such as non-govern-mental organizations and the community, in order to play an effective role in the social support system for family endowment of the rural areas, mining more social potential powers,reducing the burden of social welfare, finally realizing the sustainable development of the rural elderly home endowment.
