Study On Basic Public Facilities Arrangement Equalization In Rural Areas

definitely puts forward policy goals of constructing service government and realizing equalization of basic public services.The emphasis and difficulty of impelling equalization of basic public services are in rural areas.The thesis investigates arrangement of rural basic public facilities by taking the case of Changzhou rural education establishments and medical facilities,taking the breakthrough point of arrangement of facilities,and taking the goal of equalization.The thesis possesses vital theoretical significance and practical significance.The thesis summarizes the correlative research progress of basic public facilities arrangement equalization at home and abroad,expounds the basic concepts and theory of basic public facilities,arrangement equalization,location theory of public facilities,theory of welfare economic,theory of new public service,theory of public product supply-and-demand equilibrium,and summarizes main research approach.On the basis of theoretical analysis,the thesis analyzes general social context of development of our rural basic facilities in transition period.Then the thesis analyzes the main problems of the arrangement of rural basic facilities,including unbalanced arrangement of basic facilities in city and countryside,lean resources of excellent rural basic facilities,the non-matched rural basic facilities scope and service radius and requirement of rural social development,the existing of lacking and wasteful appearance,and so on.On the basis of analyzing of problem,the thesis discusses the cause of formation of unsuitable arrangement of rural basic facilities by analyzing the issues of current situation of arrangement rural basic facilities,the voice of requirement of villager,and policy system of local government.On the basis,the thesis analyzes demand characteristic of rural basic facilities arrangement by questionnaire survey,interview and psychical distance analysis.On the last,the thesis discusses the route of arrangement equalization of rural basic facilities,including layout route and political system and institution route.By optimizing arrangement of rural basic facilities of near,comparatively near,ordinary,comparatively far and very far,etc.According on different degrees,the thesis uses the software of ArcGis,and expresses the psychical distance of rural basic public facilities based on the degrees.Finally,the thesis expresses the satisfactory radius of service of rural basic public facilities.(3)The thesis obtains infrastructure of space path of rural basic public facilities arrangement equalization.The research well considers the space attribute of rural basic public facilities,and obtain the space path of equalization of arrangement.The thesis
