Research On The Management Of Resettlement Community

With the continuous development of the process of urban-rural integration, the demand for construction land is increasing, the scale of the land requisition is larger and larger, and the number of displaced farmers is getting bigger and bigger. As a result, more communities have been forming near the city. It took about20years for the emergence of resettlement community to its current scale. At present, on the early stage of the research on resettlement community, some scholars begin to concern its organization construction, cultural construction, education and some other aspects. But general studies on farmers’integrating into community, peasants’citizenship and management of community have not been done deeply. The identity of the peasants in the community has changed into urban residents, but there is still a vast difference between resettlement community and common urban community under the long-term implementation for urban and rural binary system in our country. As a new-type community, there are many problems during its construction and development, such as the infrastructure, cultural construction, service.community self-governing and so on, which has caused widespread concern. Therefore, more and deep research on the management of resettlement community has great significance to the following aspects:first, it could enhance the management; second, it could resolve all types of contradiction and accommodate interests; third, it can cultivate the sense of subjectivity, improve the ability of self-governing and maintain social stability, promote community development.This paper starts from the basic concepts of the community, the community management and resettlement community, and then it compares and analyses the difference between resettlement community and ordinary urban community. After that, in the case of Xu Feng community in Zhang Jiagang, the paper finds out the problems in the management of resettlement community which mainly include ill-defining of community function, lack of the management system, shortage of funds, lower lever of community self-government, fewer participation of residents and some other problems. Finally, the paper gives the suggestions on how to solve the related problem on the management of resettlement community. The suggestions are as follow:the relevant system in the resettlement community should be developed; the service system in the community should be set up and improved; the ways of policy support and funding should be diverse. In a word, we should try our best to build a harmonious resettlement community which is directed by the government, built by all residents and other social resources. I, as the writer of this paper, am also doing my own part to the research on the resettlement community management.
