An Empirical Analysis On The Management Countermeasure Of The Floating Population In The Small And Medium-Sized City

Recently, floating population size of Tongxiang is growing with the rapid development of industrialization, speeding marketization and developing industrial structure. The floating population referred in this article means the people just living in tongxiang population rather than the people locally registered residence, which includes permanent migrants and temporary population. Floating population plays a vital role in the production, business operation and other activities, whose size and growth is closely related to regional economic development. At present, the floating population even can influence economic and social development of Tongxiang. Foreign fast population inflows take a great place in the prosperity of market economy, promote social competition, promote urban construction. But meantime, floating population crime phenomenon is relatively serious and increases a lot of unstable factors in the development of the city. It is an unprecedented challenge for the social security management order; In addition, the floating population influences on local public resources of education, transportation, environment,etc. thus it can be seen that the management of the floating population has become a important topic in the current social public management, which has the extremely important practical significance and is worth exploring.The article start from innovation management to floating population under the background of the small and medium-sized urban, according to5%o sample survey of population of Tongxiang in2013. It is also accompanied by sixth national population census data to analyze the current situation and characteristics of floating population and also concretely includes seven aspects (total characteristics, age structure, sex ratio, degree of culture, industry structure, flow-in distribution and flow-to distribution). It also analyses the positive and negative influences on social, economic and cultural development. According to the management of floating population policies of Tongxiang, the article analyses the existed problems during floating population management in the process of social, economic and cultural. Furthermore it puts forward to promote the management of floating population and the harmonious development of small and medium-sized cities countermeasures, divided into two aspects(guide population movements with transformation and upgrading, innovative management to promote social harmony). Finally there are some innovative suggestions to floating population management theory and practice, refer to the generality of floating population management in the small and medium-sized city of Tongxiang.
