Small and medium-sized cities are on the threshold of historical development in urbanization.To enhance the attractiveness of small and medium-sized cities on the migration is no doubting the main direction in urbanization's development.This article investigates the two factors by employing entropy method,spatial autocorrelation and panel data,and compare their effects on migration.The article is help to deepen the understanding in development,and to provide a theoretical reference for the rational urbanization and migration.Firstly,from the perspective of push-pull theory,this article constructs the research framework and puts forward the research hypothesis.Secondly,basic education,medical care,social security,public culture have been chosen as indicators of public services.It reveals that the average level is on the rise;basic education and medical care have smaller regional differences,while the ultimate regional gaps exist in social security and public culture;it shows obvious trends of spatial agglomeration.Thirdly,unemployment rate,the average wage,the proportion of workers in second and third industry have been chosen as indicators of employment opportunities.It reveals that there are obvious regional differences in employment opportunities,and there is a certain spillover effect.Eastern coastal provinces gather a large number of high quality jobs,and influence nearby central provinces gradually.Then the net migration scale in small and medium-sized cities is been investigated,and it shows that the central provinces get a loss in population,while southeast coastal provinces have large population inflows,and migration concentrates in three areas.After that,the effect of public services and employment opportunities on migration have been compared using the panel data.It reveals that the basic education services,basic social security services and employment opportunities have positive influence on migration,and some basic public services had more significant effects on migration than employment opportunities.Finally,a series of feasible suggestions have been proposed from the aspects in the mechanism of financial guarantee,the supply of public services and the coordination of regional development.
