Since the reform and opening up, restrictions on household registration continue to release, a large number of floating population flood into the city. Floating population makes great contributions on the economic development of the city, but also raises news problems about the public management and services. Therefore, research on the impact of floating population on the supply of public services in the small and medium-sized cities can deepen the understanding of the equalization of public services, and provide theoretical basis for the establishment of the basic public service supply mechanism of the mobile population.The study used the method of literature research and empirical research to research the impact of floating population on the supply of public services in small and medium-sized cities. Firstly, with the theory of public goods and the push-pull theory perspective, built research framework and proposed hypotheses. Secondly, selected the basic education, social security, health care and public culture as the index, measured the level of basic public service provision, explored differences in basic public services in the Northeast regional. The results indicated that the level of public services declined and the region has differences in supply. Thirdly, divided basic public services into two categories, with "identity screening" function of the household registration system, established a statistical analysis model. The results indicated that the household registration system restricts floating population access to basic education and social security, but allow to access to health care and public culture. Finally, from the perspective of migration, analyzed the problems and reasons of public services supply in small and medium-sized cities in Northeast China, and provided the feasible advices from the household registration system reformation, financial investment system, public service system improvement, management and requirement mechanism innovation.
