After data processing, software analysis and data integration, proceed quantitative and qualitative analysis, which revealing the survival situation of old-age care institutions in older age groups, discovering the problems of the pension agency in small and mid-sized city.About the concepts, pension agency, home care, social support, family support for the elderly are quite different. Pension agency is different from the other three, but with a close relationship, which could not be confused. Considering fast speed of urbanization in our country, small and mid-sized cities’ scale and quantity change dramatically, so, the definition of small and mid-sized cities which was refine by " the green book of small and mid-sized cities in China in2010"was used as standard research. In addition, according to Chinese laws, the citizens over of60are elder. Therefore, the older group refers to the people who are more than60form social groups in this article.Pension agency investigations include the pension mechanism and the investigation of the mechanism of the elderly survey. On the pension institutions survey, including the nursing body types, distribution, infrastructure, service quality survey of institutions; older age groups investigation including the elderly population health, economy, social capital, social participation, spiritual needs and other aspects of the investigation. Through the survey found, pension institutions and elderly groups exist many problems. The changes of family, social exclusion, vulnerable groups, a plurality of sociological theory, analysis of pension institutions in older age groups and social causes of the problem, finally summarized the social inequality, social exclusion, family rejection reasons. Integrated the element of each respect, put forward to the social moral atmosphere, offspring of family ethic, social equality, social old-age security influence. The article draws lessons from the domestic and foreign successful experiences.try to improve the community function, develop social welfare, advocate family ethics education and other aspects.The surgery about Pension Agency include institution’s surgery and old people’s surgery. These problems are reformed by social control, social shielding, cultural customers, family changes emotions and so on.Based on the theory of family changes, social exclusion, vulnerable groups, this paper analyze pension agency problems, and conclude the reasons of social inequality, social exclusion, family exclusion. Summary these reasons, point out that the influence of social moral climate, ethics idea of family generations, development of social equity, social supporting security pension career. At last, this paper take example by domestic and foreign successful experience, try to solve the problems by completing community function, developing social profile, launching family ethic educating, enriching our country’s supporting reforms, improving social security institution.Take " emotional capital " as a starting point in this article, to understand older groups to the family’s interior desirability, the older age groups have more emotional capital " and they need psychological comfort, have the honor, they could have " status " in the pension institution of this " small society "."
