The focus of Chinese agriculture policy has changed from requestingfarmers to favoring farmers, the function of government has also changed from drawing tosevering, and the life of rural has undergone tremendous changes. The relationship betweenstate and society takes on a new form, but the farmers can enjoy benefits is the most importantin the process of national agricultural policies densely implement in countryside. This papertakes the new rural construction of Lijia village in Jiangxi Province as an example, and try tohave an empirical research of the preferential agricultural polices implement in thecountryside through investigation of the sample village. Under the “state-society” framework,breaking the traditional framework of the "problem-measures" and the limitations of staticanalysis, we use the "process-event" method to analyze the implementation process,mechanism, technology and logic of Lijia’s new rural construction project in accordance withthe four-part of the practice state. Furthermore, we can also explore the interaction and actionstrategies of government, village committee and villagers; analyze its impact on effectivelyimplement of agricultural policy; reveal the operation predicament and provide somesuggestions to promote the implement of the national agricultural policy in the country.Through in-depth investigation and empirical analysis, we draw the followingconclusions: The modern national agricultural policy implement in the countryside byoperating the project, and its operation mechanism mainly include the organizationmechanism that combine government-led and social autonomy, capital allocation mechanismthat combine bureaucratic functioning and competitive market, mobilization mechanism thatcombine administrative mobilization and benefit induction, enforcement mechanism thatcombine formal and informal powers. Under these mechanisms, the government takes"resource control"," depression responsibility " as regulatory strategies with the logic of "just to see the results, cannot dispute"; village committee takes "benefit induction","alternativepolicy","carrot and stick method" as implementation strategies for "complete superior task,without blame"; villagers’ participation strategies has change from active to passive and evenpetitioned the government to safeguard their own interests with the logic of "equitabledistribution of public benefit, not harm interests". Local governments, village committee andvillagers maintain cooperative relations in the process of building a new countryside. Asdifferent logical stance formed different action strategies, resulting in conflicts and disputes,and building a field of interest game. But because of the possession of different resources, theneed of protecting interests, the influence of rural logic, and the restriction of theadministrative system, they eventually led to “conflict-balance” situation, which embodies thebalance of interests in logic.Based on the above analysis and conclusions, three problems are discussed in this paper.First, it is points out that the implementation process of preferential agricultural polices is theembodiment of the interaction and integration of the state and the society, namely "state insociety", which emphasizes the relationship between state and society is the result of adynamic interactive process. Second, according to the experience of villager council fromgeneration to promotion, point out that the development of villager autonomy facing doublepredicament: village over-reliance on the state power and resources, the interests of farmersdispersed that is difficult to form firm organization system. However, with the development ofthe market economy, farmers’ rights concept and awareness of democracy is rising.Objectively speaking, it provides mass foundation of modern democracy for the villageautonomy construction, but the foundation is still relatively weak, the state needs to activelyrespond to it. Third, provide some suggestions to promote the effective implement of thepreferential agricultural policies: train the township cadres and improve grass-rootsorganization execution to provide the high-quality service; encourage farmers to participateand promote the development of farmer autonomy organization to lay the social foundation;perfect operation mechanism, standardize the procedures of execution, to provide institutionalguarantee for the effective implementation of preferential agricultural policies.
