After the cold war, the global foreign aid entered its downturn. However,Japan enlarged its foreign aid to be the largest foreign aid nation in the1990s.When it comes to21century, Japan is still the foreign aid great power though itreduces the foreign aid because of its economy’s stagnation.Official development assistance(ODA) is an important way of Japan’s foreignbilateral aid. Southeast Asia is always the key area for which Japan providesforeign aid after the cold war, and the reason that the article regards Cambodia as acase study is that there is difference between Japan’s official developmentassistance to Cambodia and to other Southeast Asian countries, wherein, Japan’sofficial development assistance to Cambodia is mainly free financial aid andtechnical aid, supplemented by Yen credit. Therefore, it is of typicality to chooseclassic representatives of Japan’s official development assistance in particularregions to analyze its motivation and effect.In order to obtain better analysis about Japan’s motivation and effect of itsofficial development assistance to Cambodia, the article makes analysis of Japan’snon-reimbursable assistance to the mine clearance project in Cambodia. Byperiodic analysis of Japan’s official development assistance to Cambodia after thecold war, the influence aroused from Japan’s aid to Cambodia are affected by manyfactors, mainly affected by Japan’s national interest. Though Japan refers to officialdevelopment assistance as a significant way to realize its own interest, the assistance projects achieve better effect because Japan conducts earlierinvestigation, medium supervision and later evaluation to recipient country in theprocess. The aid projects not only realize Japan’s national interest, but also meetthe needs of Cambodia. Those are valuable experiences from which China shouldlearn in official development assistance.
