Since1994, the Internet has been developing rapidly in our country，The Internetprovides a new platform for the exercise of free speech,Today, the network freedom ofspeech is one important way of access to information and comments.However, Manypeople don’t know how to enjoy the conveniences brought about by science andtechnology,how to exercise their rights.They are arbitrary speech, privacy disclosure,false information,etc.,and understand these abuses of the rights as real freedom.Therefore, compared with the traditional freedom of speech, the network freedom ofspeech should be more regulation by law.Besides, so far our country legal regulationof network freedom of speech not only didn’t kill the network freedom of speech, onthe contrary, it is the powerful guarantee to the healthy development of the networkfreedom of speech.This article aims to analyze the current situation of the network freedom ofspeech legal regulation, sum up the experiences of foreign legal regulating networkfreedom of speech and draw lessons from foreign research results,based on this,advances our country the improvement of the network freedom of speech legalregulation suggestions. This article is divided into five parts. The first part defines theconnotation of network freedom of speech, and to lay the foundation of this paper.Thesecond part analysis the present situation of network freedom of speech legalregulation in China, points out its problems.The third part analyzes the risks to thefreedom of speech legal regulation is not perfect and the manifestation.The fourth partintroduces countries outside the network freedom of speech legal regulationexperience, draw lessons from the research results.The fifth part is on the basis of thefirst four part suggest the improvement of the network freedom of speech legalregulation.
