Motivation is to be able to meet some needs of individual conditionsand through hard efforts to achieve the goals of the organization will.That is, through certain means to make their needs and desires aresatisfied, to mobilize their enthusiasm, the initiative and spontaneously topersonal potential, dedication to the organization, so as to ensure that theorganization to achieve its goals.Young civil servants are a group of dynamic young people, full ofenergy, especially at work, young civil servants to be fully affirmed thedemand. The progress and situation in after completing a job time reportto the leadership work, if can get the leader’s recognition and praise, tostrengthen the spirit of positive incentives, strengthening the promotion ofyoung people with greater enthusiasm for work. Young people at workdue to lack of experience inevitably make mistakes, criticism andeducation appropriate to serve as a warning to the role of education, guidethe correct direction, play a role in inspiring, the appropriate pressure tomotivation of people, people under pressure, to inspire potential, tomobilize the enthusiasm and initiative. Therefore, how to through theeffective incentive measures to make the young civil servants passion,enthusiasm into practical productive forces is that we should go to thein-depth study of the problem. Young civil servants is an important andspecial group, have high knowledge, high quality, it is a reserve force ofthe construction of civil servants, is the source of civil servants teamdevelopment and expansion of the development of the thought, behavior,directly affect the authority work smoothly. This article through to theyoung civil servants work, investigation and study, life and so on, youngcivil servants occupation tendency, state of mind, social life and otherspecific problems, and put forward some feasible suggestions, includingclear political direction, to maintain a healthy state of mind, improve theincentive mechanism of civil servant. This paper selected topic is the motivation of young civil servants,through the study of domestic and foreign young civil servant incentivesituation introduction, comparison, application of public managementknowledge, performance theory, incentive theory knowledge, research foryoung civil servants incentive more effective form. Based on the classicalincentive theory as the basis, through the introduction of the currentincentive mechanism of civil servant and the young civil servants tovarious aspects of the investigation, in the performance pay, lack ofnegative incentive implementation is not in place, aimed at young civilservants incentive, spirit incentive for lack of positive and negativeeffects of young civil servants several aspects of the study and from thefollowing seven aspects are discussed: one is the young civil servantsincentive way solve under the new situation; two is the establishment ofsuitable for young civil servants occupation planning; three is to do agood job of young civil servants work early ideological work; four is toimprove the training mechanism of people-oriented; five is the adaptationof young civil servants performance appraisal system; six is theintroduction of fair competition and incentive mechanism; seven is tocreate conducive to the development of the political environment ofyoung civil servants.
