Shaanxi provincialgovernment reported proposes the "fine management" as the new requirements of themunicipal administration. In this context, the intelligent municipal management system atXi’an Space base has been municipal management innovation impetus and tool. It has playeda basic guarantee role in the municipal management transformation and sublimationmanagement concepts. However, intelligent municipal management system has thecharacteristics of complexity and particularity, which results in people in the evaluation ofintelligent municipal management system cannot draw a complete and generally acceptedconclusion, this leads to some confusion to the current situation and also to the next stage ofthe planning and construction of intelligent municipal management system. Therefore, thestudy on the performance evaluation of intelligent municipal management system is of greatsignificance both for enriching the relevant theory and also for guiding practice.This essay focuses on the performance evaluation of intelligent municipal managementsystem with the related theory of public sector economics, public management,E-Government theory and methods and so on, by analyzing the theory of existing researchand achievement at home and abroad, the thought finally proposes by this paper. For theproblems of traditional municipal management, intelligent municipal management systemshas been development and designed, introduced the system building goals, framework andsystem functions, which is to promote the value of similar intelligent municipal managementsystem development.Results and conclusion; the paper attempts to put forward the modes and procedures ofintelligent municipal management systems in Space base. By studying the theory of objectivemanagement, in-depth discussion of the constructed principles and factors on performanceevaluation system, it constructs three frameworks and15third-class indexes. Moreover, itmakes a analysis on the evaluation of every index. By comparing the analysis of Delphi toAHP, consider the performance evaluation structural features, choice AHP to get the value ofthe index weight levels. Construction of performance evaluation intelligent fuzzy evaluationmatrix, with the fuzzy comprehensive evaluation method, the final results of performanceevaluation is0.64, which is in good lower level. After basically consistent the performanceevaluation with the actual level of performance, which described the performance evaluationindex system and evaluation of technical method is effective, has some theoretical value andapplication value in analogous intelligent systems performance Evaluation. Finally, proposedmeasures to further enhance the performance level of intelligent municipal managementsystem in Space base.
