In twenty-first Century the economic competition is the competition of scienceand technology, the competition of intelligence, in the final analysis is thedevelopment of human resources and making full use of their potential competition.We will inevitably the trend, or "trend" the rejection, or to self-promotion "trend". Forthe government, to further enhance the effectiveness of human resources is thepersonnel management efficiency. The appropriate application ability in the process ofplay and system become the public sector management system incentive functionindicator. Basic research frame of this article to competency, finishing, discussion andanalysis of data on the basis of the research on government management, constructionmanagers "competency" index system, and related inspection, then "competency"indicators into performance evaluation index, and on the basis of the development ofmanagers competence oriented performance appraisal system, and has a strongpractical significance. In the application of the guidance, this paper lies at the corecompetence oriented performance appraisal system for public sector organizations, inthe goal oriented; content is divided into5chapters:The first chapter is the introduction, analyzes the background, significance andpurpose of this study, and expounds the research ideas and methods, the overall graspof the language structure and tone; the second chapter is the basic theory and analysispart, the article is the core theory, from the human capital theory, utility theory andability construction the performance theory of employee competence constructionnecessity and importance, as employees "competency" index system to lay thefoundation; the third chapter is the empirical study part, is analyzed by using thesurvey data in the public sector, should use the statistical software package SPSS16.0,on the basis of managers "competency" index system, and test related indicators; thefourth chapter is the empirical research results and application, mainly relates to theconstruction, management performance evaluation index system of the performanceappraisal system design and relevant auxiliary measures design proposals; the fifthchapter is the conclusion, summarizes and analyzes the main conclusions oftheoretical and empirical research, and the author puts forward the research direction in the following practical work.The main innovation of this paper include: Research on the construction of thecompetency model of managers, and competence structure and work efficiency andpromote the execution is investigated through the empirical research on therelationship between; prepare and formed a "public sector management competenceresearch structure model of the questionnaire","public sector managementcompetence research structure models of stress interview schedule", do the researchon structure model of some effective research tool; combined with the competencymodel put forward their own analysis and management suggestions for effectivemanagement of public sector managers, to construct the performance evaluationsystem, the scope of application of innovative competence to expand to the enterprisehuman resources management.
