Research On The Current Situation And Countermeasure Of The Public Resource Market Of Hebei Province

For a long time, the key areas of public resource trading market are with highrisks for corruptions. The main reasons are: multifarious administration, marketsegmentation, and inefficient supervision. Meanwhile, some leaders abuse theirpower to interfere in the bidding process, and that results in the decline of publiccredit and damage on the government image. In the “Comments on the SpecialManagement on the Key Issues in Engineering Construction Field” published in July2009, it is requested “to establish and improve a standardized engineeringconstruction market, to provide trading floor, service, and information platform andto provide supervision conditions”. Public resource market is the extension ofbidding market of engineering construction field. It is already a request to improvethe socialist market economic system and an important task to establish a soundsystem to punish and prevent corruption that to various of trading markets areintegrated, the standardized trading market for public resources is established, andthe power of managing the trading in public resources is deprived from theadministration department.In this paper, based on the theory to prevent corruption in engineeringconstruction field, the writer elaborated the theory on establishing of publicresources trading market, and analyzed the origin of problems existing in biddingprocess of it. Described current situation of public resource trading market in HebeiProvince and used the advanced experience of other provinces or cities of China asreference, the writer did research, had literature review, used comparative analysisand had a theoretical thinking to analyze deeply the deficiency of Hebei’s publicresource trading market and its irregular running mechanism. From the analysis, thewriter summarized some rules, and put forward some countermeasures andsuggestions to strengthen the reform of public resource trading market from threeaspects: theoretical innovation, reform of institutional mechanisms and promotion ofmarketization. This has very important reference significance to the direction ofHebei’s public resource market.
