Research On The Integration Of Shenzhen Public Resources Trading Platform

Since 2015,the General Office of the State Council and the National Development and Reform Commission have issued relevant regulations,requiring all localities to further promote the transformation of government functions,orderly promote the unified construction of the public resource trading platform system,and emphasize the need for orderly competition,openness and transparency in the process of public resource trading.,the integration of the national public resource trading platform is in full swing.On June 30,2020,the Shenzhen Municipal People’s Government issued the"Shenzhen Public Resource Trading Reform Work Plan",requiring "to give full play to the government’s leading role in the integration and construction of public resource trading platforms,and to promote all kinds of public resource trading on the platform to achieve Progress must be made,and progress must be made if progress is possible,so that there is no transaction outside the platform.” In order to further promote the transformation of government functions and improve the vitality of public resource allocation,the Shenzhen Public Resource Trading Platform is building a unified system for markets and districts.However,because the management content of Shenzhen public resource platform is multi-layered and involved,there are prominent problems such as unsmooth management system,inflexible operation mechanism,unshared resource information,unsatisfactory performance,and corruption.The content,existing problems and perfect countermeasures involved in the integration of the public resources trading management platform are analyzed and researched,which is particularly important to promote the integration and construction of the public resources trading platform in Shenzhen.At present,domestic scholars’ research on public resource trading platforms mostly focuses on a specific link,such as the research on public resource trading behavior and trading supervision mechanism,and relatively few studies are conducted from the perspective of the integration of public resource trading platforms.This paper studies the current situation of the integration of public resource trading platforms in Shenzhen in depth and detail,discusses the problems existing in the integration process,and analyzes typical cases of domestic public resource trading platform integration,such as the decentralized supervision government model in Hangzhou and the unified supervision government model in Hefei.,Chongqing’s decentralized supervision market model to sort out and experience enlightenment and reference,so as to put forward relevant countermeasures and suggestions.This paper applies the theory of Holistic Governance and the theory of power checks and balances to the whole process of the effective integration of Shenzhen public resources trading platform.During the research on the integration of Shenzhen’s public resource trading platform,the content and progress of the platform integration were summarized and analyzed,and it was found that in the integration process of Shenzhen’s public resource trading platform,the standardization of the integration process needs to be enhanced,the transaction specialization needs to be improved,the city’s platform system still needs to be integrated,and the integration work guarantee needs to be strengthened.And in view of the existing problems,it puts forward countermeasures and suggestions,such as strengthening the construction of public resource trading system and rules,improving the specialization level of trading service market,promoting the integration and unification of public resource trading platform system,and improving the integration work guarantee.
