Research On Corruption Opportunity Prevention Of Public Resource Trading Platform Based On Process Management

The Communist Party of China has always attached importance to the issue of corruption.In particular,since the 18 th National Congress of the Communist Party of China(CPC)has made great efforts to fight against corruption.The fight against corruption has achieved remarkable results.However,the current situation of anti-corruption struggle is still serious and complex,especially in the key areas of high incidence of corruption.Public resource transaction is just one of the key areas.In the process of public resource transaction,corruption has occurred,such as to avoid the tender,false tenders,border string standard,subcontract,counterfeit performance,local protection.In the process of public resource transaction,corruption has occurred,such as to avoid the tender,false tender,conspiracy tender,anchored qualification,forged performance,local protection.Corruption in the field of public resource transaction not only disturbs the fair,just and open market order of public resource transaction,jeopardizes the vital interests of the participants,but also destroys the social atmosphere and violates the socialist core values of honesty and legal system.As a result,corruption in public resource transaction is highly valued by government and society.It is of great significance to study the corruption of public resource trading platform.In this thesis,the method of literature and qualitative and quantitative methods is used to study the corruption of public resource trading platform.First,the literature research method is used to study the theory of public resource transaction,corruption opportunity and process management.According to the status quo of public resource trading platform,using the situation analysis method to sort out the specific transaction business process,identify in which the process segments and links may have the risk of corruption,that is,identify corruption opportunity.Then,according to the corruption opportunity of the construction site evaluation index system.Using the form of a questionnaire to investigate the staff of the public resource trading platform,and collect the data for the analytic hierarchy process to derive the weight of the index.This is prepared for fuzzy comprehensive evaluation and final result analysis.Next,the relevant transaction subjects and staff to take a questionnaire to collect data.Evaluate the corruptionopportunity with fuzzy comprehensive evaluation and get the degree of corruption in these process segments.The results of the assessment show that the problem of corruption in public resource trading platform is very serious.Combined with the key links and the risk of corruption,can be analyzed to cause the cause of corruption may be imperfect system,incomplete supervision,information disclosure is not complete and so on.They provide objective conditions for the emergence of corrupt behavior.Finally,this thesis puts forward the strategy of preventing corruption from the aspects of legal protection,power distribution,supervision and information disclosure.
