Research On The Evaluation Of The Elders’Community Construction Project

In recent years, China’s aging population has become a focus of attention of thewhole society. On the one hand our country’s rapid economic development requiresharmonious and stable social environment; on the other hand, the development ofpension services cannot keep pace of the development of population aging. Issuessuch as the imperfect pension service system, the slow development of facilities forthe elders, the defective pension mechanism are seriously affecting the harmony andstability of the society, and restrict the further development of our economy andsociety. Currently, Tianjin’s aging population ranked third in major cities in thecountry, immediately after Beijing and Shanghai. While the facilities for the elders inTianjin can not meet the needs of the society. Developing elders’ communitiesaccording to the characters of the elders and meeting additional requirements of eldersin the pension area is becoming the inevitable development of Tianjin pensionindustry requirements.This thesis studied Jinghai County Elders’ Community Project which will bebuilt into one of the demonstration pension livable communities including pension,health care and nursing. The project is not only to meet the residency requirements ofolder persons, but also has all kinds of old-age health capabilities to meet therequirements of life quality, living environment, cultural needs, medical care andother multi-faceted for the present elders.This thesis applicated the basic theory and method of project evaluation toanalyze the Jinghai County Elders’ Community Project’s necessity and feasibility andevaluated the project from the aspects of the financial evaluation, communityassessment and risk evaluation. From the perspective of financial evaluation, thethesis analyzes the project profitability, solvency and financial viability and otheraspect, then made a conclution that the project has financial viability. The thesis alsoevaluated the social impact of the project in three areas, which are social impact,social adaptation and social risks. The project risks are analyzed using Monte Carlosimulation, and the corresponding risk prevention measures were proposed.The elders’ community studied in this thesis can fill the gap ofTianjin high-end pension real estate and can provide a new model for Tianjin pension real estate. The elders’ community can be copied and promoted,which can inject new vitality for the future development of the pension industry inTianjin.
