Study On Guangzhou E-government Information Security Emergency Management

Along with development of Guangzhou E-government,more and more government agencies,enterprises and citizens deal with affairs through the E-government system,and performance of municipal public services increasingly rely on stable operation of the E-government system.While promoting social progress,the rapid developing E-government also brings massive security threats showing a trend of omnidirectional three-dimensional attack.Existing security equipment and means are upgraded much slower than the variation of security situation,and cannot handle plenty of Internet attacks.When an information security incident occurs in a critical government or public service information system,social activities may be paralyzed,a great number of economic loss must be caused,and economic and social stability must be seriously impacted.Since Guangzhou is one of regions with relatively high informationization degree of China,Guangzhou municipal government should overcome those critical subjects,such as scientifically preventing and properly handling information security incidents,orderly guaranteeing and timely providing sustainable E-government service,etc.The paper which is takes Guangzhou E-government information security emergency management as a studying object constructs a studying theory basis by analyzing E-government information security emergency management theories,and gives deep analysis on E-government information security emergency management in in first-tier cities of China and worldwide developed countries from the view of public management by adopting the method of combining document researches,comparison analysis,qualitative analysis and quantitative analysis and the method of interdisciplinary transplanting,etc.,indicating current problems of Guangzhou E-government information security emergency management by analyzing the situation.Furthermore,it gives thorough analysis on emergency organization,emergency plan,emergency disposal,talent reserve management,post-recovery and reconstruction and concludes countermeasures and suggestions on Guangzhou E-government information security emergency management,including optimizing E-government information security emergency organization,constructing an information security monitor warning system,paying attention to timely and fined emergency plan,improving emergency response capacity,improving a talent training mechanism and standardizing post-recovery and re-construction,aiming at improving the level of Guangzhou E-government information security emergency management and guaranteeing safe and stable operation of Guangzhou E-government network.
