Research On Security Strategy Of Government Information Management

With the development of the Internet and further deepening of global integration,network security as the core of information security is gradually becoming an important role of the national security policy. Information security is an important way and inevitable requirement for safeguarding state security. The government information security as an important component of national information security is becoming more and more attention by the government and academic community.The government information security refers to the government information systems(including hardware, software, data, people, physical environment and infrastructure) which are protected, not affected to suffer infiltration, damage, change and leak by accidental or malicious reasons. The government information security can ensure that systems run safely,reliably, efficiently, continuously and economically, information service is not interrupted,and ultimately achieve business continuity. Because the government information has authority,coverage and huge influence, so protecting information security is of great significance to maintain social stability, safeguard security and interests of the nation and establish some advantages in the information field.Due to various reasons such as technology, management and history, our country government information security has characteristics of dependencies, vulnerability and complexity, at the same time, facing to security threats from information networks, important IT infrastructure and supply chain. In addition, based on our country's social system and the current national condition, our country government information network is attacked by more and more at home and abroad, which gradually is showing a large-scale, organized and politicized tendency. It is urgent to strengthen the management of government information security.This paper summarizes the present situation, existing problems and the reasons of our country's government information security management, analyzes the internal and external environment of management strategy for our country's government information security, and learns information security strategy from other nations. Based on the above, we put forward strategic orientation, basic principles, strategic principles, strategic focus and strategic measures for the management strategy of our country's government information security,construct a top-level strategic framework for government information security management and gives concrete suggestions. There is certain reference significance to frame the strategy of government information security management strategy for countries and relevant departments.In this paper, main research results are as follows. First, we use PEST and SWOT analysis to analyze the internal and external environment of our country's security management of government information strategy. Second, we make a summary for main countries' information security strategy and analyze the enlightenment for our country. Third,we put forward the strategic target, strategic orientation, basic principles, strategies and strategic focus for the security management of our country government information. Final,we give some suggestions to implement the government information security in te rms of specific measures.
