Price is the most active factor in the market economy. The exercise of pricing poweris related to the operation of market economy model. At present, our country’s urbanpublic transport pricing power is mainly decided by our government. Does that theurban public transport pricing power is exercised totally by the government conformto the operation of current market economy development and the urban publictransport development? With the reform of our country’s market economic system,Price formation mechanism in China has been changed from government pricing togovernment guidance price and market-adjusted price. The exercise of publictransport pricing by the government is no longer meeting the requirements of thedevelopment of market economy. And types of urban public transport has changedfrom single bus-tram and shipping to development of bus and tram, shipping, taxis,light rail, subway etc. different types of public transport has different Public welfare,monopolistic and Investment returns. So, single department in charge of pricing bythe government and neglect of the market economy pricing process operatingconditions are no longer meeting the demands of the market economy.Urban public transport pricing issue has been a blind spot of China’s law. We donot have explicitly integrated urban public transport pricing laws and regulations.China’s urban public transport pricing mainly has been ruled by terms of Price Law ofthe People’s Republic of China. From the right of urban public transport prices power,this article is to study why we should and how should we classify urban publictransport to solve the problem.This article divides into four parts. The first part focuses on urban publictransport pricing and theoretical research. Meanwhile, the first part also discusses thecurrent pricing of urban public transport exercised by our government. The secondpart analyzes advantages and disadvantages which the existing public transportpricing is exercised by the government, and initially put forward the implementationof classification of urban public transport. The third part explains what isclassification at first, and then propose the necessity and feasibility of classificationand positioning of urban public transport pricing. The fourth part proposes that urbanpublic transport should be classified on the basis of different ownership of thevarious modes of transport, and adjust the pricing of bus, taxi, rail and ferry. At last, measures for improving the pricing of urban public transport are put forward from alegal point of view.
