The Study Of Interest Group’s Influence On Policy Process

Public policy is a means and tool to solve social public problemswith collective action. Interest group is one of the factors thatinfluence public policy, as it provides consulting and interestexpressing help for both government and market during the policyprocess. As a part of interest group, trade association can make aninfluence on public policy directly and indirectly. With the constantdevelopment of a diverse society, the role of interest group inpolitical system changes gradually. So the study on interest grouphas the theory significance and practical value. The thesis will takethe policy process of “double-high list” as an example, analyzing theconsultation and game between trade association and the government,and then discussing the relation between interest group and thegovernment via policy process theory.The associations in this studyinclude China Federation of Industrial Economics、Chinese epoxy resinAssociation、Chinese synthetic resin and Marketing Association andThe International Chemical Manufacturers Association. The studyshows that positive intervention is not only an effective way forinterest group to get involved in policy process but also an innerdemand of policy process. At last, combined with the status quo inChina, the thesis suggests that the rational involvement of directinterest group before policy making can ensure public policy’srationality.
