At present, the education and training of countryside members of the Communist Party of China and cadres shows a status of "three mores and three lesses":more trainings of leading cadres, less trainings of general cadres; more trainings of cadres, less trainings of ordinary Party members; more trainings of young Party members and cadres, less trainings of elder Party members and cadres. This undertaking also shows three drawbacks:the training platform is not superior, the training effect is not enforced, and the participation enthusiasm is not sustained. In consideration of connecting countryside reality, the author focuses on building a basic framework of learning organization, emphasizes the inner conditions and breakthroughs, and brings forward some specific strategies and suggestions with the example of countryside education undertakings. It mainly contains four aspects of work: concepts should be "NEW", contents should be "SOLID", patterns should be "FLEXIBLE", systems should be "COMPREHENSIVE"; and the key is the "ten implementations", primarily of understanding, organization, time, materials, teachers, faculty, places, regulations, funds, and examinations. The main purposes of building a learning Party organization of countryside are to change learning concept and improve learning awareness; to break through learning disabilities and open organizational environment; to optimize studying systems and consummate organizational mechanism; to innovate studying management and unify organizational leadership; to enrich learning time and grasp learning rules; and to reform learning systems and emphasize cultural guiding.
