Study On Conflicts Of Local Government Functions Between Economic Development And Environmental Protection

One of the unavoidable topic in the development of human society iseconomic development and environmental protection. Shortage ofresources and environmental pollution has become a major bottleneckrestricting in the development of China. These problems are more andmore related to government. Many environmental events, which arewidely concerned, push local government to the front in recent years. Thetraditional mode of economic growth of local government was called "theeconomic miracle". But at the same time, it exposed many environmentalproblems. People start to discuss the basic problems of local governmentfunctions between economic development and environmental protection,such as what to do, what shouldn’t do and how to do. Therefore, theseconflicts have turned into theoretical issues. To find out the causes of theconflicts and make some improvements becomes another problem to besolved urgently.Based on the theory of economic function and environmentalfunction of local government, this thesis discusses the concepts and characteristics of these two function, and sums up six kinds of localgovernment conflicts between economic functions and environmentalfunctions, including goals conflict of economic and social development,role conflict, internal functions conflict, policy-public participationconflict, policy execution conflict and intergovernmental conflict. The sixconflicts may be classified into function-identification, function-operationand intergovernmental relations. On this basis, the thesis analyzes thecauses and stakeholders of the Qidong event, which happened in July28th,2008, and confirms the conflicts which mentioned above.According to the idea of question-reason-solution mode, this thesistakes further analysis of the causes of conflicts from the viewpoint ofobjective laws, the perspective of governments themselves, andintergovernmental relations. For one hand, the local governments need tobe aware of the objective laws and do not try to against them; for anotherhand, they need to correct their defects and solve the conflicts. Finally thethesis provides several countermeasures to moderate these conflicts,which includes confirm concept， improve operation and reconcileintergovernmental relations etc..
