Historical Evolution Of The Communist Part Of China Deliberative Democracy System

Deliberative democracy is an important part of Chinese socialist democraticpolitics.The18th CPC National Congress proposed that improving the system ofsocialist consultative democracy, and emphasized that the consultative democracy isan important form of people’s democracy. It’s the first time wrote the deliberativedemocracy in the Congress of Party. Indicating that the deliberative democracy andthe electoral democracy both have been important forms of democratic socialism withChinese characteristics. The third plenary session of the18th CPC Central Committeepromoted the deliberative democracy to a new heights. This committee clearly statedthat promoting its extensive, multilevel, and institutionalized development, it alsostressed that the socialist deliberative democracy has specific form and uniqueadvantages, broadened and clarified the scope and meaning of deliberativedemocracy.The evolution process of the CPC deliberative democracy have historic anddynamic. This article mainly comb and analyze the CPC deliberative democracy fromthe four stages which including new democratic revolution period, new democraticsociety period, soviet-style socialist period and socialist period with Chinesecharacteristics. The ideologies of Party consultation and cooperation sprouted at theestablishment of the CPC, which had been practiced and explored in the firstKMT-CPC cooperation and National Revolution period. After the KMT rightistsbetrayed the revolution, deliberative democracy was in a frustrated state on the wholebecause of the opposition between CPC and KMT. After the nationwide anti-Japanesewar had broke out, the experiments of CPC deliberative democracy rapidly carriedout among the CPC, the KMT and democratic parties under the background of thesecond KMT-CPC cooperation and anti-Japanese national united front. After the endof anti-Japanese war, the Chongqing negotiation and Chongqing political consultativeconference provided a unique history fate for the CPC deliberative democracy system,and the consultative practice had flourished between the CPC and the democraticparties. The convene of the Chinese People’s Political Consultative Conferencemarked the starting of the deliberative democratic in the nationwide. Deliberativedemocracy system has been established and developed under the New Democratic society framework, and it’s principles and methods also have been formed during theprocess of multi-party cooperation and political consultation. The deliberativedemocracy under the framework of the soviet-style socialist system was in troublebecause of the CPC "leftist" thinking and it showing the state of twists and frustrationduring the period of all-round socialist construction and ten years of the "CulturalRevolution". After the reform and opening-up, the CPC deliberative democracy hasrestored and rapid growth which under the framework of socialism with Chinesecharacteristics.Studies about the historical evolution of CPC deliberative democracy systemcontribute to strengthening the construction of socialist democratic politics withChinese characteristics. This article roughly combed the basic evolution of the CPCdeliberative democracy:thought-practice-theory-system, and integrated it into thecomplex and political environment of modern Chinese. This article emphaticallyexplain and demonstrate the main features and inherent logic of deliberativedemocracy’s historical evolution, prominent the superiority and the "Chinesecharacteristics" of the CPC deliberative democracy, which has important theoreticalvalue and practical significance for it’s extensive, multilevel, and institutionalizeddevelopment.
