The Study Of The Role To The Democratic Parties For Deliberative Democracy Construction In Contemporary China

Our political party system was started in the 1930 s, as a form of deliberative democracy, and developed around the foundation of New China, obtained perfection and development in the new period of socialist construction. Democratic parties, as an important consultative body, plays an important role in development of the deliberative democracy..This paper is divided into four parts.The introduction outlined the purpose,meanings of deliberative democracy based on status at homeland and abroad. Domestic research is mainly about the position and function of democratic parties in the process of deliberative democracy. While foreign scholars study this theory based on practice, background and other different ideas. This part also includes the research method and innovation.In the first part, the author emphasizes the evolution of democratic parties and deliberative system, and analyses democratic parties in consultative role and social basis. The evolution of deliberative democracy includes breed and establishment, frustration and wandering, fix and recover. The social basis for democratic parties mainly includes traditional Chinese culture, the evolution of relationship between communist party and democratic parties, and the innovation of information technology.In the second part, the author details that democratic parties play an important role in political deliberative democracy based on participation and consultation, democratic and supervision. The participation and consultation for democratic parties show up in legislative decision, public policy-making and state administrative bodies. Democratic supervision shows up the work for party and government running properly, promotion of party conduct building and self-improvement of democratic parties.The third part, there are three aspects to democratic parties for participating in the deliberative democracy: improve institutional system on deliberative democracy with Chinese characteristics; deepen intellectual foundation of participating in the deliberative democracy; properly handle relations between consultation groups. It depends on improving procedure systems in participating in deliberative democracy. Deepen the ideological basis of democratic parties who participates in the deliberative democracy: improve the identification of values of deliberative democracy for democratic parties; improve accomplishment of participating in deliberative democracy. Properly handle relations between consultation group: we must upheld the party’s leadership in deliberative democracy, and have a correct understanding of multiple roles in this process, and deal with relationship between democracy parties and other deliberative groups.
