In the government work report of2014, Chinese Premier Li Keqiang suggestedthe economic cooperation be strengthened in the areas around BoHai. Our generalsecretary Xi Jinping also emphasized that the collaborative development ofBeijing-Tianjin-Hebei region was a critical state strategy. To fulfill this objective, weshould make the best of their respective advantages, benefit from each other and pushforward steadily so that a sustainable way of coordinated development can beadvanced.As the regional and global economic integration prevails in the internationaleconomic area nowadays, the customs is playing a significant part in promoting thenational and regional economic integration. In Xi’s words, we should break out of thegeographic limit. That is to say, with the responsibility and obligation to optimize theorganizational structure and clearance process, each regional customs office inBeijing-Tianjin-Hebei region should do their utmost to eliminate the “regionalinstitutional barriers”. In accordance with the vigorous advancement of regionaleconomic integration, we need to find a clue to breaking the limit of administrativedivision regulation, integrating management resources and optimizing theorganizational structure. Based upon this, how to implement a proper clearance modeis critical to the China Customs in the near future.Currently, under the leadership of General Administration of Customs, eachregional customs office is making practical and explorative attempts. Focused uponthe document inspection department of local customs office in Beijing-Tianjin-Hebeidistrict, the thesis probes into the optimization of organizational structure. With thehelp of literature review and inductive method, etc., it elaborates some relevantconcepts at first, such as the structure and functions of the document inspectiondepartment, the optimization of the structure as well as their types, etc. Afterpresenting the theoretical basis, the writer tries to establish a SWOT analysis model asto the organizational structure, put forward its principles, forms, content, mechanismtogether with some supporting measures in order to provide a comprehensive workstrategy. All the efforts above mentioned are just for reference to better suit thepractical need.
