Beijing-tianjin-hebei Transportation Integration Development Policy Law Studies

Transportation, which plays a curial role in connection among cities and it is a vital channel in elements communication. For coordinated development of Beijing, Tianjin and Hebei, transportation integration is an vital breakthrough, especially on December 7, 2015, Coordinated Development of Beijing, Tianjin, and Hebei Transport Integration Plan is approved, which strengthen transportation integration's position in coordinated development of Beijing-Tianjin-Hebei. At present, the development of transportation network between Beijing, Tianjin and Hebei has not been shaped, in which the restrictions of geographical and administrative division, and disadvantages of traffic mechanism are unsettled problems on way to achieving transport integration of Beijing, Tianjin and Hebei.For development of traffic integration of Beijing,Tianjin and Hebei, transportion plays an important role in promotion. As to how to bring law and policies into work in safeguarding, we currently keep information of the differences in the three existing traffic laws and policies in Beijing-Tianjin-Hebei, especially the inner region uncoordinated. Titled by integration of transport policy and legal system, the paper starts with typical transport policy and legal problems from three regions, and uses the method of comparative analysis to the partly existing traffic policy. In order to identify the restricted factors in laws and policies of Beijing-Tianjin-Hebei traffic integration, and to give full play to promote the law and traffic, this paper is building adaptable legal system for Beijing-Tianjin-Hebei traffic integration development.The paper contains five parts. The first chapter is introduction, concluding three parts, which is the background of the paper, researched significance and comprehensive overview about the traffic integration of policy and law with the introduction of the basic traffic integration. The second chapter is about the theory research of Beijing-Tianjin-Hebei traffic integration of policy and law. It clears the necessity of the integration of transport policy and law, along with the problems at current, and points out the principles in the future development, which laying foundation for perfecting the Beijing-Tianjin-Hebei transport policy. The third chapter analyses differences in traffic planning policy of Beijing-Tianjin-Hebei region, points out the reasons of existing problems, and eliminates the concept bondage, and puts forward to implement the overall planning of integration in Beijing-Tianjin-Hebei traffic by improving funding and interest coordination. The forth chapter points out that the legal system of Beijing-Tianjin-Hebei traffic management exist dislocation, and even analyzes the root of the problems. This chapter claims that only by the policy integration reform and policy guidance,we can guarantee the traffic integration of the Beijing-Tianjin-Hebei region management synergy. Taking the imbalance of Beijing-Tianjin-Hebei traffic safety policy as an example, the fifth chapter analyzes the reasons and proposes the specific ways to promoting integration of transportation and law. This chapter holds the opinion that we can safeguard the unity of legal system under the principle of coordinated development of Beijing-Tianjin-Hebei.
