Rural road is closely related to the production and living of villagers.Construction of roads in rural areas, there are three main forms: government subsidies,donation of economic genius or philanthropists and villagers’ fund raising, if lackingof the first two ways, villagers’ fund raising becomes possible option.This paper chooses Olson’s free-ride theory, Putnam’s theory of social capitaland Hobbes’ theory of monitoring the implementation by third-party to be analyticalframework, selects villages of successful fund raising in Xintian Town,Yichun City tocarry out case study and explore factors that influence collective action frompsychological and behavioral level.In psychological level, willingness to cooperate of villagers mainly affected byindividual needs, external pressure, relationship between the network and sense ofbelonging of village, in behavioral dimensions, factors which affect collective actionmainly include influence of village elite,selective incentive, internal oversightmechanism, trust and support of unofficial forces. Therefore, strengthening theinformal authority of political elite, improving internal oversight mechanism,accumulating social capital within village and increasing economic incentive ofcollective action is important for villagers to form collective consensus. In reality,these conclusions can provide some reference and valuable thinking for other similarvillages in public governance.
