Study On The Dilemma And Path Of Community Negotiation Governance Based On The Theory Of Collective Action

The community has undertaken more and more functions.Part of the functions that the government and enterprises were responsible for are now transferred to the management scope of the community.As a grass-roots governance unit,the community plays an increasingly important role.Accordingly,community governance has become a major problem.Based on the experience of macro governance,this paper will introduce the concept of community consultation into grass-roots governance,and use the form of consultation to encourage residents to participate in community governance.Starting from the theory of collective action,focusing on the multiple subjects of community negotiation,this paper studies the collective action dilemma of the government,neighborhood committee,residents and social organizations when negotiating governance,and studies how to solve the collective action dilemma among the subjects,so as to make each subject better coordinated governance.First of all,this paper makes a bibliometric analysis of the literature about community consultation at home and abroad,combs the overall development of community consultation,finds out the hot keywords in the field of community consultation research in recent decades,and combs the high-frequency words to find out the hot research direction in the field of community consultation,and helps to explore the research direction of this paper.Then,the basic concepts and theories are explained and sorted out to lay a theoretical foundation and framework for the follow-up research.This paper mainly uses the theory of community consultation,community governance and collective action to lay the theoretical framework for this paper,and constructs the core theoretical framework of the whole article.Then the case of Chengdu a community as the field research object,the author through the field survey interviews,in-depth study of the community consultation status,as well as the internal mechanism and existing problems.Through the research of the community to reflect the current situation of community consultation in China,combined with the theory and the actual situation of the research,and then a detailed study and analysis of how to promote the development of community consultation in the grass-roots community.The author believes that the current problem of community governance is that there is a collective action dilemma,and the negotiation mechanism can solve this problem well.In theconstruction of consultation mechanism,the driving force is one of mandatory constraints and one of encouraging incentives.Only a good combination of the two can carry out efficient and reasonable community consultation.One of the important factors of community consultation is citizen participation.If we want to develop community consultation,we should study and discuss how to expand citizen participation,arouse the enthusiasm of community residents,and then improve the consultation ability of residents to ensure the final consultation effect.The development of consultation mechanism involves many aspects.The publicity and atmosphere building before consultation is the first step.After that,it is necessary to establish a systematic consultation mechanism,a good consultation platform,and a supervision and evaluation link.Through the study of community consultation,this paper explores a way to solve the dilemma of community collective action,so as to solve the problem of community governance and achieve scientific and efficient community governance.
