Research On The Role Of Local Government In The Development Of Private Enterprise

China is currently migrating from labor intense manufacturing into high-quality high-technology manufacturing.In current China economy structure,private enterprises are facing complex and fast-changing economic and social environment.That also means more business opportunities.For private enterprises in China,it relies a lot on the guidance and support from the government strategies and policies to achieve fast revenue growth and advanced technology development.Therefore,it is quite important in theoretical research and practical aspects to discuss how the government located accurately,and improve continuously its functions to promote the development of private enterprises.In this thesis,I use the methodologies of combining literature review and case study to analyze the issues.In the first part,I expound the background and significance of this research.In the second part,the concept,characteristics and functions of private enterprises are defined.Then,the theories that are used in this study are listed.The studies mainly focus on the government and market relation,the function of government economic management,and the related theories about a service-oriented type government.Following this,the relations between the development of private enterprises and the government function are summarized and concluded.Then the ideas and methodologies of this thesis are expounded.Based on these theoretical foundations,the problems that Zhongke Electric Power Company encountered during development are analyzed.From these analyses,it can be observed that although the local government offered a lot of support to the company.Many government supporting functions still need to be significantly improved.Aim at the problems of the Zhongke Electric Power Company's development,this study will discuss it from three aspects-financial support,organization structure and social factors.Considering the government's responsibilities and based on the influence from government of private business.This study would analyze the effective policies of foreign governments in developed countries,which puts forward how the Chinese government to improve relevant policies,then push private business have a better development.Based on the study of government responsibilities,the construction of a service-oriented type government,the influences of government policies on private enterprises,and the examples of the policies from some typical developed countries,this thesis proposed the proper policies and actions for the government to help the development of private enterprises.These policies include the stronger financial support,proper tax policies,encouraging more technology innovations and providing more socialized service.The policies and regulations from government to support the development of private enterprises should be unified and integrated.This is to ensure the government strategies can be fully implemented and realized.
