As the important part of human resource development and administration aswell as party construction. The training of cadres plays a critical role in oureconomic social development. When our party and government attach greatimportance to the training of cadres, it is the basic requirements to make sure thatcadres’educating and training are effective and practical by promoting the qualityof cadre training. Harbin municipal party schools are where the training of cadreshappens, so they play a significant part in training regional cadres. Recently,most of municipal party schools lack a sound quality assurance system.Therefore, based on learning from relevant research and findings as well asquality management theories it is necessary to build an effective and feasibletraining quality assurance system, in order to improve the standardizedmanagement in harbin municipal party schools.From the perspective of quality management, applying theories ofmanagement,leadership and adult education, this paper defines the connotationsof quality, quality assurance and cadre training quality assurance, and analisestheories about training quality assurance. This paper also introduces internationalstandards as well as standards applied in our country, and takes Harbin forexample analizing the current situation in training quality assurance. This systemconsists of four subsystem, namely, organization personnel system, documentsystem, teaching system and eveluation system. The four subsystems worktogether and help municipal party schools to monitor, eveluate, improve, promoteand assure the training quality. As a whole quality assurance system, it offers asystematic approach, which offers theoretical basis and innovation for municipalparty schools to make their training activities sientific and normalized. Thispaper proposes a series of measures to make sure this training quality system’seffective function, such as how to use municipal party schools as demonstration,how to develop quality culture in municipal party schools, how to marketizecadres training.
