Research And Implementation Of The Leader-working Decision Support System For Harbin City

The essential goal of e-government is to achieve the transformation from the management function of the traditional government to the service function of the modern government management. The construction of e-government is the important driving force for the innovation of administrative management, and will promote the innovation of government administration toward modernization, networking, flattening, democratization and knowledgeability. The government decision is the core of the government management. With the rapid development of computer network, the government decision requires that information is faster, more accurate and various. It runs through the whole process of government administration, promotes the reform and improvement of the administrative decision-making system and the scientific administrative decision-making, and improves administrative efficiency. At present, the e-government for Harbin has made some achievements and laid a good foundation for the establishment of the state-of-the-art data engineering system and the e-government decision support system, and the solution to the poor information in the government decision-making, the single presentation of decision-making information and low efficiency.In this paper, the development of domestic and foreign decision support systems is firstly introduced and the status quo of the government decisions for Harbin is analyzed and under the current e-government environment, the problems in the traditional government decisions and the government decision requirements are proposed. In order to solve these problems and meet the demand for government decisions, the office decision support system for leaders in Harbin is proposed. Assistant decision system, intelligent decision-making systems, spatial decision-making system and multimedia application platform are designed according to the requirements of the decision-making.The function of each subsystem is designed in details for decision-making applications of Harbin government. Meanwhile, network security, database security, data exchange security and user rights are designed to ensure the security of information for decision-making. In order to ensure the practicality and scalability of the system and the effective integration into existing application systems, system interfaces are designed, and the interfaces are set aside to provide protections for the future development of e-government, and all designed functions are implemented. The leader-working decision support system for Harbin city involved huge decision-making data and the integration of subsystems is complex. In order to be better used by government and bureaus, it is given that the Implementation Strategies that should change the concept of government decision-making strengthen the integration of information resources and promote the application of systems integration, and that the key techniques and countermeasures that promote the effective implementation and application.
