From 1980s, China has started to change the economy from planned economy to market economy. This change is the holistic change in system, not a single or partial one. Under this circumstance, Non-governmental Organization experiences a period of fast development, in which the relation between government and non-governmental organization attracts the most attention.This thesis is based on the theory research and focus on the empirical studies about the relation between government and non-government organization.On the aspect of theory research, this essay analyzes the theory guide and the frame contribution of the relationship between government and non-government organization from the view of government failure, market failure, framework of government and non-government organization.On the aspect of empirical study, this essay selects the Hong Kong, Taiwan and Singapore three Chinese Community and focuses on the non-governmental organizations and relations involved in the regulation, financing, legislation and other issues a preliminary study and comparative analysis. This essay also hopes to analyze the three Chinese communities through the experience of research and to identify non-governmental organizations and government relations in the construction of that law through the comparative study of differences and characteristics and the analysis of the reasons and causes of differences, which would be useful for the China non-governmental organizations for reference.
