Study On The Supervision Mechanism Of Weihai Adminnistrative Examination And Approval Center

The administrative examination and approval is not only an importantmeans for the implementation of the government management on the economyand society, but also an important form to the public, enterprise and society forthe government to provide public services. In order to realize the work objectivesof deepening reform of the administrative system, reduce and standardize thegovernment service administrative examination and approval, almost all of thelocalities have formed the government service mechanism, named by"administrative examination and approval center","administrative servicecenter","administrative service hall" or "the government affairs service center",becoming an effective way for the innovation of government service mode. Dueto the lack of uniform standards and mechanisms, the service halls exposed aseries of problems in the aspect of supervision, so it is necessary to adopt a seriesof scientific measures from many angles, for ensuring the efficient and cleanfingered administrative examination and approval and smooth operation ofapproval centers.This paper takes Weihai municipal administrative examination and approvalcenter as the research object to study supervision mechanism. This paper isdivided into four parts. The first part started from the concept of supervisionmechanism, studying and analyzing on the supervision mechanism ofadministrative examination and approval center from the two aspects both homeand abroad, and pointed out the significance to rebuild supervision mechanism ofWeihai municipal administrative examination and approval center. The secondpart described the operation status of Weihai municipal administrativeexamination and approval center on supervisory mechanism, analyzed theexisting problems and reasons, and identified the remodeling ideas forsupervision mechanism. By combining the reality of Weihai municipaladministrative examination and approval center and on the basis of the principleof the rule of law, the principle of openness, efficiency principle, separationprinciple between supervision and operation, the principle of public participation,the third part made the assuming for remodeling supervision mechanism, clarified the supervision framework of Weihai municipal administrativeexamination and approval center, designed the scientific evaluation system andsupervision process matching with approval process, and to include thesupervision to agents into the supervision system of the center, to establish acomplete, perfect supervision and evaluation platform. According to theoperation status of Weihai municipal administrative examination and approvalcenter, the fourth part is to improve the supervision efficiency and perfectsupervision mechanism of Weihai municipal administrative examination andapproval center, by a series of measures of hardware facilities, policies andregulations, and personnel training.
