A Study On Index System Establishment And Space-time Difference Of All-round Well-off Society In Shanghai

With the development of shanghai economy at the full speed since the beginning of Pudong New District's opening up, people's living standard has been improved appreciably. By the end of 2002, the whole city has realized the well-off society step by step as per capita GDP has already topped 4900 dollar. However, because of the unbalanced and non-overall development, some vital problems, which influence the new round development of Shanghai seriously, have already appeared , such as the slow growth of residents' earnings, the problem of environment, the traffic jam, the soaring price of buildings, the widing gap of different regions etc. So, it seems essential and urgent to strengthen the study of making all-round well-off society of Shanghai reality and put forward a set of effectual evaluation criteria to correctly appraise the current construction level of all-round well-off society in Shanghai, find out its major problems and bring out some feasible and effective counter-measures to quicken the paces of modernization of Shanghai.Chapter 1 introduces the backgrounds, significance, relevant research, main content and researching approaches of this paper. Chapter 2 analyzes and defines the intension of the all-round well-off society, and puts forward its scientific definition. Based on the introduction of existing evaluation index systems, after explaining the significance, principles and basis, a three-dimensional index system model of evaluating the all-round well-off society of Shanghai is established in detail in chapter 3. On the base of the statistical data, chapter 4 measures the current level of the well-off society of Shanghai, analyses the gaps after comparing with other domestic and international cities. From three angles: the description of characteristics, the track of time, the difference of space, chapter 5 analyses, calculates and proves the fulfilling extent of all-round well-off society systematically, drawing out the space-time law of development, dividing several types of the well-off level. In order to resolve these problems appeared, the last chapter puts forward several countermeasures, including implementing the sustainable development strategy, fostering the middle-income citizen actively, breaking through the development bottle-neck, and deceasing the regional economic difference.
