The Study On Public Value Management Paradigm

Future society is a decentralized public domain which relies on the logic ofcollective action and it reflects the following new trend such as continued expansionof public communication space, strong awareness of dialogue and cooperationgovernance, network-style revolution and so on. At the same time, some ineffectivelysolved problems such as public education, social security, financial stability and aseries of social problems happen or hide at uncertain time, all types of emergenciespenetrate into all areas of human activities, causing panic and social disorder. Facedwith the ever-changing social environment and an increasingly difficult public issues,everyone who works on public administration should take the ability of forwardingthinking, critical response and actively utilize the practice of public administration tosolve complex problems and thus enhance the social well-being of humanity at largemission. The starting point of this paper is to overcome the functioned abnormalityand crisis of traditional public administration, new public management and otheradministrative paradigm in the ground of new society and new public issues. We tryto explore a new and adaptable paradigm of public administration that is public valuemanagement paradigm and systematically construct its core elements, in order toprovide some useful suggestions for resolving complex issues and promoting thedevelopment of public administration theory and public governance.Public value management paradigm is not only the combined effect of socialenvironment changes and social issues change, it is also the theory which developedin a variety of public administrative disputes and conflicts. This paper firstly analysesthe theory points of traditional public administration theory, new publicadministration theory, new public management theory, the theory of new publicservice so that we can better understand the inherent value, spirit and foundation ofnew paradigm. Then, it reasonably image and construct the core contents of publicvalue management paradigm which includes the noble mission of creating publicvalue, dialectical duality of administrative philosophy, the coordinated relationship ofpolitical and administrative, the highly valued public preferences, the flexible supplyapproach of public services, the cooperative relationship between the main body, the social process of design-oriented public administration and composite public liabilitysystem, and then make a comprehensive comparison between public valuemanagement paradigm, new public management paradigm and traditional paradigmfrom the aspects of key objectives, personnel roles, definition of public interest,organization, mobile atmosphere and so on. Finally, it intends to plainly research onhow to improve the acceptability and operability of public value managementparadigm from the perspective of public value enlightenment, so that we can promotethe development and maturity of the new paradigm,making it increasingly becomesthe mainstream public administration paradigm in the future society.Public value administration paradigm is increasingly attracting attention fromscholars and leaders all over the world as a management paradigm in needs of thetimes and it possesses rapid growth potential. This paper research on system theoryconstruction of public value management paradigm mainly from the perspective oftheoretical core elements, trying to make valuable reference for government actionsand administrative reform, as a constructive research, there are still many deficienciesin this article.
