This paper Select Peony district of Heze city as the research object. Analyse theproblems existing in the cadres training from the aspects of theory and practice by using thetheory of human resources development and management. And put forward the correspondingcountermeasures for it aiming to improve the comprehensive competence of party andgovernment cadres through training. The paper’s structure is as follows: first, under theguidance of the related theory and scientific method, education of the Party and governmentcadres in Peony district of Heze city were analysed in depth. Then put forward the problemsexposed in the practice process of the training on the status quo of the cadre education athome and abroad. when the problems are analysed in a new perspective, we proposecountermeasures for how to scientifically carry out education of the party and governmentcadre in the future. Above all, we aim to change disharmony between the education of theparty and government cadres and the development of the current society and to providetheoretical guidance and practical operation knowledge for education of the party andgovernment cadres.The full text is made up of the introduction part and three chapters. The introduction partputs forward questions and illustrates the research purpose and significance of the topic. The first chapter is theoretical analysis, in which the basis theory of cadre education and training and human resources exposition were illustrated. It demonstrates the necessity and importance of cadre education and training and provides theoretical basis for this research. The second partis main in problem analysis, in which the basic situation and existing problems in cadre education and training in Peony district were analysed from both empirical and theorical aspect. Inthe third part, we propose countermeasures from the aspects of content, methods, allocationof resources, management mechanism and so on, to try to solve the main problems existing incadre education and training in Peony district.
