With the convening of the Doha Climate Conference in2012, the problem of global warming was concerned worldwide again. In this conference, the Bali roadmap makes substantive results, the developed countries begin to bear more responsibility, and China is also facing tremendous pressure to reduce emissions. The urgent task is to improve the innovation capability of the low-carbon technology, to put the innovation of low-carbon technologies up to the national strategic level, and to establish the alliance of low-carbon technology innovation.This paper makes a relatively comprehensive study about the low-carbon technology innovation alliance with government-led under the context of global warming. Firstly, introduces the definition of the technological innovation alliance that is composed of five parts including the government, enterprises, research institutes, services of science and financial services institutions. Then the technical innovation alliance is divided into government instruction, government-led, government guidance and spontaneous organization type, according to the degree of government participation. In addition, the low carbon technology innovation alliance should select the government-led mode. Secondly, this paper defines the government-led from a new perspective, analyzes the necessity and feasibility of government-led. Thirdly, based on the comparison between the experience of Japan and the United States and the particularity of China’s low-carbon technology innovation, this paper draws that the government-led low-carbon technology innovation alliance is the optimal choice based on China’s national conditions and the status quo of low-carbon technology innovation. And the government should lead the construction of low-carbon technology innovation alliance from the law, policy, organization and funds. Finally, the paper argues that the government should build the low-carbon technology innovation alliance from the law, economy, administration and services, including improving the laws and rules, strengthening the government supervision, broadening the sources of funding, increasing the fiscal support, improving the organization security system, optimizing the operating mechanism of the low-carbon technology innovation alliance, improving the environment for technology innovation and strengthening the construction of science and technology talent.
