The increasing preference of strategic alliance to MNEs, together with changes in china-related policies provides domestic enterprises with a good opportunity to cooperate with high-level MNEs. At the same time, with the emergence of information economy, the hi-tech enterprise will play a major role in economy of 21st century. It possesses the motives and requirements to develop strategic alliance. Some dynamic and static analyses are carried out based on national innovation statistical resources and empirical results. In this paper, an analysis about multi-national technology strategic alliance is made for domestic hi-tech enterprises to develop cooperative relations with foreign MNEs. Enterprises can seek many different ways of organizational modes to carry out technology alliance. However, what do these modes differ in? What kind of organizational mode is more efficient? What are the influential factors in decision process, and what is the internal relationship? According to the above arguments, an empirical research is made in this paper concerning the internal decision mechanism of organizational mode selection process, thus offer some instructions for hi-tech enterprises to successfully carry out technology alliance under current situations. Firstly, seven characteristic factors are put forward to categorize different organizational modes in order to obtain valuable dependant variable: impact on the enterprise, time horizon, level of control over activities, level of control over results, start-up time and costs, level of reversibility, level of formalization. Secondly three kinds of independent variables are figured out: the objective of alliance, the content of alliance, and the difference in alliance. At the same time a qualitative analysis is made concerning the influence of independent variables on dependent variables, furthermore, eleven hypothesis are listed to be tested. Lastly, an empirical research is carried out to testify the qualitative statements in the previous part. Regression analysis is the main testing method, and due to the existence of auto-correlation major-component method (factor analysis) and partial correlation method are also used. Six hypothesis are proved true, the others false.
