Research On Biden Administration’s New Digital Technology Alliance Strategy

With the adjustment of the trump administration’s China policy,suppressing and containing potential strategic competitors has become one of the main objectives of the trump administration’s foreign strategy.Under the guidance of the "US First" concept,the trump administration has launched trade crackdowns and science and technology sanctions against China,which have had a negative impact on China-US trade and science and technology cooperation.After the Biden administration took office,it basically maintained the competition with China during the trump period.The Biden administration’s competitive strategy towards China is different from the trump administration’s "US First" strategy.The Biden administration pays more attention to allies and traditional diplomacy.By building a digital technology alliance,the Biden government has increased sanctions on China in the field of digital technology to further curb the development of China’s digital technology.As an important mechanism in the evolution of inter-state relations,alliance has always been regarded as an important foreign strategy of the United States and a tool to maintain global hegemony.It has a far-reaching impact on the development of international relations and the international pattern.During the cold war,the alliance system led by the United States played its due role in realizing its foreign strategy.With the development of the new generation communication technology（5G）and the further deepening of digital globalization,the effectiveness of the traditional security alliance began to decline.In the process of the multi polarization of the international pattern,the US led alliance system gradually realized that the traditional alliance has been unable to achieve its strategic objectives of confrontation and containment,and the cohesion of the traditional alliance is decreasing and there is a risk of disintegration.The Biden administration,citing national security as an excuse,deliberately played up China’s technological threat and curbed China’s rise by strengthening traditional alliances.At the same time,we will build a digital technology alliance to realize the transformation of the cohesion between the old and the new alliance,and maintain the leading advantage and global hegemony of the United States in the fields of communication technology,quantum technology,independent technology and semiconductor.Firstly,the article introduces the analysis of the traditional security alliance,analyzes the alliance theory from the three dimensions of the origin,management and disintegration of the alliance,introduces the main contents of the digital technology alliance,further makes a comparative analysis of the traditional alliance and the digital technology alliance,and explains the dilemma of the digital technology alliance,the prospect of the digital technology alliance and China’s response.The comparative analysis of traditional alliance and digital technology alliance aims to prove the similarities and differences between digital technology alliance and traditional alliance in the construction process,so as to support the analysis of the prospect of digital technology alliance and China’s response.Under the discourse system led by the United States,the Biden administration’s new strategy of digital technology alliance has been shaped as a positive construction of inter-state relations and digital order,and has been endowed with positive political significance,but its fundamental attributes of exclusion and cold war have not changed.Therefore,the digital technology alliance will not achieve its predetermined strategic objectives,let alone produce positive strategic effects.
