| In December2012, Shinzo Abe was elected Japan’s96thPrime Minister of Japan,this was the second time he controlled the supreme in six years apart. As the LiberalDemocratic Party in the senate election won again in July2013, the situation of"twisted parliament" of the House and Senate controlled by the parties came to an endand Abe’s ruling got a solid foundation. The Liberal Democratic Party could get morethan half of the291seats in the house of representatives election in December2014.At present, Shinzo Abe proposed the concept of "’proactive contribution to peace’based on international cooperation" in his second term and he introduced the NationalSecurity Strategy according to it. There are many signs that Abe Cabinet’s NationalSecurity Strategy guided by "proactive contribution to peace" had a profoundinfluence on Japan’s current and future a period of strategic direction so that it isnecessary to further study.The concept of "proactive contribution to peace" came out soon after the end ofthe Cold War, it was promoted as effective tools which could achieve political goalsof "get rid of the post-war system" to guide ideas of Japan’s defense and foreignpractice after Shinzo Abe was in power once again. In just two years, Abe Cabinet’sNational Security Strategy had the initial contour and rapidly advanced a series ofreforms of great significance aimed at changing the path of peaceful development ofJapan’s postwar such as the lifting of the ban on arms exports, the right of collectiveself-defense and the strengthening of the military system.The essence of Abe Cabinet’s National Security Strategy is to deny Japan’spacifist constitution and lead Japan back to the road toward military power so that itwould influence the international pattern and balance of power in East Asiaprofoundly. Militarily, it rendered the so-called "China threat theory" as an excuse todevelop the military deterrent and to break the bondage of the pacifist constitution. Indiplomacy, it put the concept of "value-oriented diplomacy" into "subordinate axis" strategy, trying to take advantage of the United States "Asia-Pacific rebalancestrategy" to seek new breakthroughs of improving Japan’s international standing andto have more information which could influence Asia and the world situation.Abe Cabinet’s National Security Strategy is another major attempt for Japan’sruling class to become a "normal state". Due to the existing unequal Japan-US status,the US-Japan alliance relationship is both the cornerstone of Japan’s diplomacy andthe last barrier of the security assurance, at the same time; it can also be a potentialconstraint for Japan to become a "normal state". Analysis the brewing, developmentand forming of Japan’s National Security Strategy from the angle of "proactivecontribution to peace", you can grasp how the Japanese authorities utilizing existinginternational relations to achieve its strategic goals of context, the methods andstrategy.In this paper, I studied the history of the concept of "proactive contribution topeace" and its role in the process of Abe Cabinet’s National Security Strategy byanalyzing the related data. I revealed the influence of the "proactive contribution topeace" on Abe Cabinet’s national defense, foreign policy and clarified Japan’s currentand future period of strategic orientation through the analysis of specific case. On thisbasis, I put forward some strategic and forward-looking suggestions on how to drawon advantages and avoid disadvantages in negotiating with Japan. |
