| Public policy plays an important role in the policy process as it is thedirect way to realize the target and solve the problem. As a part of publicpolicy, technological innovation policy has been paid much attention bymany local governments who have not only organized researches, butalso formulated many policies. However, the deviation happens from timeto time in the realistic life which affects the effectiveness of public policy.Taking Shanghai as an example and relying on the public policyimplementation model, the dissertation study on the problems and causesof regional technology innovation in the process of public policyimplementation so as to work out effective solutions. Based on theexperience of Japan, It provides reference for those governmentdepartments who are in charge of promoting technology innovation. It isof great theoretical and practical significance in the present stage.The dissertation has six parts.Chapter one expounds the background and purpose of the study onpublic policy implementation, and introduces the research methods,framework, approach as well as the current research condition.Chapter two defines the basic concept of public policyimplementation, and introduces three main theories and the model appliedin this dissertation.Chapter three introduces the development of the policy by TakingShanghai as an example, and studies on the performance of policyimplementation failures. Chapter four study on the cause of policy implementation failures.Chapter five introduces the successful experience of Japan.Chapter six tries to put up with the suggestion on how to control andminimize the deviation of public policy implementation in order toimprove the current situation. This dissertation requires that four maincountermeasures should be put into action. They are constructingreasonable policy-making process, improving the actions of the policyimplementers， motivating companies, establishing sound policyimplementation supervision environment. |
