Social Technology

Social technology is in the process of policy-making andimplementation of public policies, i.e. it is a process. Like public policy,the purpose of implementing the policy is to develop the society moreefficient, solve the various problems purposefully and provide a bettersocial environment to guarantee the operation of the society. Publicpolicy is a representation of social technology, and the two concepts arebasically the same. Therefore, social technology is the process of publicpolicy. The above opinion is enlightened by the research conducted by thescholars at home and abroad. The scholars have the positive attitudetoward the existence of the social technology, but in favor of proving it byabstract theory and methodology. The thesis provides a pragmatic andexperienced explanation of social technology. With the success of the thisexplanation, the social technology will be closer to the daily experienceand easy to understand. Thus, it has practical significance for the relatedresearch. The thesis explain the issues in the field of public policy bysocial technology as a whole by understanding and studying the concepts of social technology and public policy. Additionally, public policy, asa tool to regulate social relations to control social operation, has becomethe focus of social technology and philosophy. The thesis analyzes theformulation and implem entaton of the public policy and explain thepublic policy, which is a social technology. It is in the study field of STS.Explaining the social technology by public policy, we further understandthe social technology and utilize the research outcomes of socialtechnology and philosophy to reflect the theory and practice of publicpolicy.This paper consists of four chapters. The first chapter is theintroduction, which mainly analyzes the concept of social technology andpublic policy at home and abroad and point out the significance, themethodology and the innovation of the article. Social technology andpublic policy are new findings of the process with an inclusion relation.In the second chapter, I illustrate that social technology and public policyhave a high degree of consistency in essence by interpreting the basicconnotation of them. Actually, social technology and public policy areessentially methods and means which are used to solve various problems appeared in the course of social development. Social technology andpublic policy are complementary to each other in application. Theapplication of social technology improved a series of procedures forpublic policy from formulation to implementation, while theimplementation of public policy realized the materialization andreification of social technology, giving social technology an essential roleto play in the practice of social development. The third chapter takes theformulating process of public policy as the main content, showing itsdemocratization, standardization, legalization and demystification byplanning, formulating and implementing the public policy. The fourthchapter mainly contains the implementing process of public policy.Besides illustrating the necessary procedures in the implementation ofpublic policy, this part also interprets various factors influencingimplementation in details and puts forward measures in response to them.This thesis is concluded. Social technology as a basis for theimplementation of the public policy process through specific examples and theories, to explain the unique public policy perspective.
