Chinese economy is going through a crucial moment, during which the governmenthas been providing support to keep prosperity. The working effectiveness isvery important due to the fact that it can determine the quality of publicservices and products, the future development of society and people`s life.Therefore, building up a scientific performance appraisal system will improvethe quality of public service and at the same time, make sure to meet objectives.Created in the1990s, Balanced Scored Card has been widely used in privatesectors and has made a significant impact on their performance improving.Afterward, during the New Public Management Movement, governments have beenchanging their roles to be a public service or product provider by introducingBalanced Scored Card.The author is going to studying issues about applying Balanced Scored Cardinto Chinese public sectors and trying to build a performance appraisal systembased on government strategy. Firstly, this dissertation will discussfundamental theories related with public performance appraisal, BalancedScore Card and strategy management. Then, in the next chapter, by comparingChinese government and other Western countries governments, the author willemphasize the uniqueness in Chinese government followed by potentialdifficulties when applying BSC into it. In the last chapter, the author willtry to establish BSC system that and test it in one of government departmentin Shannxi province.
