Procuratorate is an important legal supervision, undertakes the important work of safeguarding legal justice. The efficiency and fairness of the procuratorate directly affects the protection of civil rights and punishes criminal acts. Scientific and rational performance appraisal system not only can ensure police officers conscientiously perform their duties, but also can stimulate the enthusiasm of the work; in addition, it can effectively promote the important functions of procuratorate. This is very important for the performance appraisal of police officers, but there are some questions in the performance appraisal, such as appraisal concepts dislocation, selection of indicators unreasonable, incentive effect is not obvious which Seriously hampered the daily work of grassroots procuratorate, so it is very important for grassroots procuratorate to create an effective performance appraisal system.This paper summary and comb the research status of performance appraisal and management by objectives at the beginning, propose overall research ideas and methods. Then this paper comprehensively expound police performance appraisal situation of Daqing City Longfeng District People’s Procuratorate, Analysis of the performance appraisal process problems from appraisal concepts, appraisal body, appraisal content and indicators, appraisal processes, examination results and appraisal feedback, etc. Afterwards, analysis of the applicability of the management by objectives in procuratorate performance appraisal, Propose design principles and considerations of performance goals, this paper constructs performance appraisal index system based on the Balanced Score card (BSC), establish departments and positions performance goals of the procuratorate.Finally, this paper studies the effect of the application of the performance appraisal system, combining with the actual situation of Daqing City Longfeng District People’s Procuratorate, propose safeguard measures from the organization, ideology, training, technical four aspects to ensure the implementation of the performance appraisal, form a systematic, detailed, fine appraisal management system.
